Dua before the iftar time is highly recommended. In Surah Baqarah when Allah mentions fasting He azza wa jal mentions "When my servant asks about me, I am near". This is mentioned in between the verses of fasting to show that dua is accepted of a fasting person and the dua of a fasting person is important.
A dua has been prescribed and there is ikhtilaaf about when this dua should be recited. It is before, during or after? Many scholars say it is before eating because you are in a state of need, humility and hunger. You should also make dua for the person who helps you break your fast.
