Menstruation doesn't stop women from entering into Ihram for Hajj or Umrah. She can enter Ihram and call out "Labbayk Allahumma bi Hajj" or "Labbaykh Allahumma bi Umrah".
A woman on her period does every ritual of Hajj except for making tawaf around the Kabah, untill she is purified i.e., her period ends and she takes a ghusl. A woman on her period can attend Arafat, muzdalifah, throw stones and do sa'i - between Safa and Marwa.
